All photo-editing programs can do this, like for example Adobe PhotoShop.
But since it's easy to get lost in all the possibilities these tools offer, I'll just explain what you can do with the programs you probably already have.
First of all it depends on what you mean by Black and white (BW).
Pure BW is easy. On a Microsoft Windows computer you can do it with the simple "Paint" utility.
1) Open the colour photo in Paint.
2) Click "save as" and select file type "gif". Save.
3) Click "save as" again, and select file type "monochrome BMP". Save.
Step 2 isn't strictly necessary to make a simple shadow-like BW image, but it improves the result by creating a "raster", which are the small spots that photos in magazines consist of if you look really close.
