Hi

Yes, the game is still available on Windows 8.1
Microsoft had a major messed up their store and was saying the app had been removed instead of updated. I've got flooded with complain emails

They should fix it any time worldwide. Here it is already working, try on your part of the world. The download link for Windows 8.1 of Dogfight as usual is:

Update: It is fixed already and available in the store.
