It's just that in WWI, most stationary targets were destroyed by strafing runs. Bombs were seldom used.

And yes, that's pretty much true about WW1 fighter aircraft; most of the ground target that they destroyed were via strafing runs though you might want to check out the "Cooper bombs". these were mostly deployed by SE5As when they were deployed as attack aircraft
