How do ibuy a parechute when i get shot it says to buy one

on the hangar, hit the pilot icon (the head) then the parachute picture

I don't want start a new Topic so I hope you'll find my post here.
Maybe you can help me. No idea why but I'm not able to buy a parachute. What do I wrong?

I hit the pilot icon then the red parachute icon, I agree the 1000$ with ok but I get no chute.
It still shows me the red parachute icon with a small gray bar above. I also can't choose a weapon to buy.
My friends DanGER and TinkerBelle have the same issues with their accounts.

What I already did tried to fix it:

I removed the app step for step.
1. Force stop -->2. Clear cache --> 3. Clear data --> Uninstall
Then I reinstalled the newest version of the game. And already several times now.
The game starts complete fresh after this,
with performance check and language selection.
Then I login with email not facebook.
First it shows me as Rank #1 as always.
After the first game I got my old Rank back.
We tried it out with three different accounts.
And I created a new account.
I tried it with different language settings.
I tried it with and without the Game Center.
And I even played the practice mode!
No joke.

If the problem would occur only on my iPad then I would know
the next update will fix it. But I already tried it on different devises.
Nexus7, Galaxy Tab2, Lenovo LifeTab, iPad4

That's what I can't understand.
Maybe you've any other ideas what I could try.
Or anyone else from the forum here.

I also asked some people in the game why I can't buy a parachute.
And the first reaction was: WHAT ??? A PARACHUTE ???
I thought OMG and said: Hey guys, I didn't asked for drugs! I only want a chute to jump and survive.
Then told one of these guys me: If u wanna parachute then play GTA ONLINE !
And I told him: Tell Rockstar to give me an Albatross and we can talk about ...

No idea I wasn't playing for a long and maybe I missed alot..
ARE JUMPERS THE NEW SNEAKERS NOW ??? Hey guys please let me know...
I'm just wondering why they almost got heart-attacks because of my question.
