I have heard of some issues concerning joining a Squad. I hope this helps.
Once you send a request you can not send one to another squad. The first request needs to be rejected or timed out. I believe Joaquin has said it takes 48 hours but I am not sure.
If you make a squad and want to leave you will have to remove all members of your squad before you can leave yourself.

I believe he is working on that. For now tell your recruits to do a search and it will show up. The search box is on the right at the top.
