I guess you mean squadron join requests. Nope, I don't work on those, they are either accepted or rejected by the squadron owners. The reason you have to wait 24 hours between requests is because squads were getting flooded with requests: 1 person would ask 20 times to join on the same day to all different squads. So the limit was imposed and that way people really considers which squad they want to join if it's by invitation.
