Google can't tell you it's on my side when the "not eligible" message in red is displayed on their own popup. I don't know what kind of idiot you got attending customer support at google.
Anyway, it's a pretty common issue, I just typed that error on google (ironic) and got this:

Look under the "not eligible" option. The most common reason is that your google account is setup to the wrong country (the default one) and it doesn't detect $. That's the kind of thing google support should be helping with. Check on your google account and google play account if the country is setup right and matches your credit card info.

If your account and country is correct (did you check it already?) I only find this info on that site:
Google Play gift cards and promotional codes
Google Play gift cards and promotional codes are available in select countries. Redeemed gift cards and some promotional codes appear on your account as part of your Google Play balance.
Note: Google Play balance can be used to pay for subscriptions on Google Play Music and Google Play Newsstand but can't be used to pay for other types of subscriptions.

So the option is to hit the "add paypal" option there and do it from there as a last resort.

Thanks zup i re-set everything i had a pm from bingo this morning saying i should put it though a paypal account and buy credits from my google account to paypal (just nned set up a paypal account now ) i always subscribed with google play card in df1 odd that you can no longer subscribe this way now

As I explained in private, I have no idea what google is doing either. I have no control whatsoever over payments.

Developers like me, all we know is when Google tell us: this person has paid or not paid.

We don't have access to subscription, credit card, paypal, whatever card they are using. We cannot block or deny payments. It's all handled by them, that's why I'm amazed someone at Google told you it's our fault. They even have a dedicated section on their site with your error!
