Before the game starts when you see your airplane, there is a head of a pilot at the bottom of the screen. Click that. From there you can buy your parachute.

When you enter game, you see below mentioned screen. 
Just see at bottom of screen. Click on the respective icons for Plane, Tank and Parachute to Buy/Upgrade, depending upon the coins you have earned/purchased.
Hope it will resolve your issue.
