The "absolute lubricosity" of your politics is a fantastic freudian slip.
The electrical grid is able to handle far more total load than it delivers now. To understand this you need to understand the difference between 'power' and 'energy'.
I like to use the analogy of being a father:
I have more power than my 4 kids. I can send them to their rooms and actually put them on their beds if the need arises.
But at the end of the day I am exhausted while they are still bouncing off the walls because they have way more energy.
The electrical grid is designed for power distribution. If it weren't it would crash every time there was a surge in usage which exceeded the carrying capacity of the distribution network. Power plants have to start up and shut down to match demand (which is quite unstable) . The efficiency of a power plant such as coal, nuke, propane or ng is drastically reduced during the ramp up and shut down process. So smart vehicle chargers (ones controlled by a network requiring less investment than an ipod ) can make use of the "surplus energy" when the rest of the grid's demand falls off, thus allowing power plants to operate in their best efficiency curve and deliver much more useful energy with the same amount of fuel consumed.
