Any last generation tablet is fine: ipad air, ipad mini, samsung note 3, microsoft surface 2 or 3, and so on.
The best without doubt is the surface 3 which is a full computer, but it's 12 inches. So you have to decide which one suits you best.

Ask the players who impress you in game. Or check with the top players. Blue Max plays on an IPad, so does Davy Crockett.

I own a Google Nexus 7 2013 (made by Asus), and it is amazing. Just be sure to avoid buying one from some little resellers, cuz they may offer you one of the first devices that was produced (old stock), and these first-wavers may have some serious hardware issues. Asus fixed these issues on the late manufacturing though. It is the best buy for the buck, period.

Each device has its own ups and downs. This was a good idea asking players what they think. I know we have a few who have played on a few different tablets. Thats who we need to chime in.

We'll let me see here. I have played on Samsung phons and tablets. Great for dogfighting and zep games. I have used the samsung tab 2 for the longest, great device. Now as far as shooting straight iPad mini work for me. But like you I'm am still looking for that one device that does it all. :P
