What does "giving a pass mean"? Seems like an obvious answer but there are a bunch of players who are not aware of this request. In the simplest terms, when someone in red is asking for a pass, they are simply requesting that you don't shoot them during their hunt of a bad guy in blue. In return, the pass requester drops his bomb in plain view and promises not to bomb your base or carrier nor will he shoot your zep, capture your carrier nor shoot at you or anyone else on your team for the duration of the hunt. The pass requester is not interested in winning the game, all he wants to do is teach the Team Killer a lesson.
So why should you give a pass? Well of course you can choose not to. You could be in disagreement of the concept and think "just play the game" That is your choice and will be respected. But consider that the pass, should you decide to give one, will most likely win you the game and save you from a team killing, own hangar bombing twerp. Either way you decide, its always good manners to indicate your decision with a simple yes or no.
