I highly recommend setting up a VoIP client through your internet. I haven't paid a penny for phone calls in ages.

However, since you're looking for a specific app -- look into getting "TextPlus Calls".

Free texting and phone usage (even internationally). Basically, you simply watch advertisements (to pay for their server costs) and they give you free minutes. I keep a good 2 hours of minutes always loaded on there at all times -- just in case I need it for an emergency and I'm out of paid minutes.

And the texting requires no video viewing or anything. Just make an account and make your phone number. You can text anyone and they can message you -- all for free.
