I think with the new segregated servers these two points are not as important.
A lot of (but not all)chasers used to quit a lot and try and find a game with lower ranks. They were easy prey and the chaser only had to deal with maybe one higher rank making it easy pickings. Most chasers used to quit DF and CTC games as their tactics didn't work.
Base Campers were similar. When there is too many good players they would milk out their last camp and leave.
Now that we are flying with experienced players the advantage is leveled out. Chasing is a good tactic to win now not just a point thing. With all the great players it is very hard to base camp and it also has it's strategic advantages if you can. Still don't get the runway blocking and tank spawning but I haven't seen it in a while:).
I respected some pilots views because they were doing it for tactical advantage. They were arguing however for the point mongers who made them look bad. Bomer really wasn't a camper unless you accused him of being one then he showed you what a real camper did. Same with Enzo. They are just deadly good pilots. Bomer was a points guy. We need a points system for advancement it's just when they are the focus pilots do the marginal things.
With the new game with all higher ranks we should be talking more in terms of team strategy as one pilot can make a difference but can't dominate. Unless it's the one that takes 15 bullets to shoot down
