About a direct contact with apple... as far as i know there is no email, nothing in any place, to contact apple for this. It's one of those WTF things of apple customer support.
Myself, I can only contact them through a web form inside my development account, and it goes to some random person at their end. Sometimes I get a smart kind person at the other end, and sometimes I get someone who has no clue what we are talking about. It's pretty random.
